DEC was founded in 1993, to bring English language instruction to the heart of Shiga Prefecture, in Japan.
Through the years, we have also offered French, and now we offer Hindi, as a way for local citizens to feel connected to the world.

With over 30 years of experience at IBM, Barry teaches some Business English classes for our adult students.
